   运行shell任务，暂停再恢复后，配的全局参数会消失

   希望任务暂停后，点击恢复任务，原先设置的全局参数不会消失
   
   ### How to reproduce
   
   1.任务启动时设置全局参数
   2.点击暂停任务
   3.点击重跑失败任务
   4.进去任务实例中发现任务节点中的全局参数没有传进去
