### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement. ### Description When we update the scheduler, the quartz will do misfire, since the start time is less then the current data, quartz will believe we have misfired some trigger.
