### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar issues. ### What happened * Data Complement `serial execution mode` works incorrectly for workflows configured with `serial wait`. * The number of workflow instance generated by data complement is much fewer than expected. ### What you expected to happen * Data Complement `serial execution mode` works correctly for workflows configured with `serial wait`. ### How to reproduce 1. Create a workflow with one shell task `sleep 20`. 2. Save workflow definition with `Process execute type` `Serial wait`. 3. Run data complement in `serial execution mode` for a range of 7 days. 4.
