**Describe the bug**
Delete stale rowset path order error. This bug leads to stale rowsets
version inconsistents
**To Reproduce**
Steps to reproduce the behavior:
1. load data 2m every 2 seconds.
2. Remove the expired stale rowset path not in creation order.
**Expected behavior**
Remove the expired stale rowset path not creation order.
