## Proposed changes Issue Number: close #xxx <!--Describe your changes.--> This commit contains two improvements: 1. Improve the scaling out speed, especially for small tablets. It's rather quickly to copy small tablets. So we set the balance sched period from 1s to 100ms; 2. Make repairing task prior to balance task. When want to add balancing ctx to the pending queue, we first check if there are enough slots. So if there are running repairing task and they have taking all the slots.
