**Is your feature request related to a problem? Please describe.** Users often set their limit beyond what the cluster can handle. **Describe the solution you'd like** Adding cluster configs which cannot be changed to limit the max value of `query_timeout` and `exec_mem_limit`, will certainly reduce the impact of improper user operations.
