Suppose there are n commit txn but not visible, and alive replica num is not meet quorum. Then the first txn will wait time t, then publish succ. Then the second txn will wait another time t, (total time 2t), then publish succ. ... So the n-th txn will wait total time n * t, then publish succ. If comming more txns, the num of waiting txns will keep piling up.
