## Proposed changes
Issue Number: close #xxx
The former create table stmt has 3 partitions
```
partition p1 VALUES LESS THAN ("2014-01-01"),
partition p2 VALUES LESS THAN ("2015-01-01"),
partition p3 VALUES LESS THAN ("2016-01-01")
```
But the following add partition operation tried to add with one duplicate
range `2016-01-01`. So this pr changes the range one correct partition.
