**Describe the bug**
the implementation for do_money_format use static stringstream object to
avoid constructor for every computing, but stringstream object is not thread
safe, so it may cause race condition, here, I will fix this problem and
accelerate it.
**To Reproduce**
use money_format in multi query environment
**Expected behavior**
no race condition problem happen
