[fix](cloud) fix auto analyze triggering failure (#32139)
* [fix](cloud) fix auto analyze triggering failure
StatisticsCollector only collect when replicas are normal. In cloud
mode, this check needs setCloudCluster before execution. Otherwise,
check will be a dead-end failure.
