### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-doris/issues?q=is%3Aissue) and found no similar issues. ### Version master ### What's Wrong? sql block rule : using sql pattern is extremely dangerous for the cluster if set a rule `CREATE SQL_BLOCK_RULE test_select PROPERTIES("sql"="select","global"="true","enable"="true");` all statements contain `select` will be block, including `ALTER/DROP SQL_BLOCK_RULE test_select` so the cluster will be never allowed to use `select` stmt. ### What You Expected? SqlBlockRule should block only query stmt.
