### What problem does this PR solve?
When checking available materializations, the system currently validates all
partitions of the materialized view. In cases where it's a partitioned
materialized view with a large number of partitions, this approach is
inefficient.
A better approach is to first identify the partitions required by the query,
and then only validate the corresponding partitions in the materialized view.
This PR implements this optimization.
Specifically:
- Before: Validates all partitions of the materialized view regardless of
query needs
- After: Only validates the materialized view partitions that correspond to
the partitions accessed by the query
- Benefits: Significantly reduces validation overhead for partitioned
materialized views with many partitions
This optimization is particularly important for large-scale analytical
databases where materialized views can have hundreds or thousands of
partitions, but queries typically access only a subset of these partitions.
