### What problem does this PR solve?
Problem Summary:
1. Refactor the logic of locking when reading hive acid tables. See the
description of HiveAcidTransactionMgr.java for details.
2. Solve the problem that hms table locks are not released when reading hive
acid multi-table join scenarios.
3. The global QueryCallBackMgr is introduced to release resources that are
acquired during the planning process and need to be released after the query
ends.
