### What problem does this PR solve?

Problem Summary:
If the replica nums are not equal between the local and the remote table,
the storage_medium will be set to HDD in the previous implementation, which
causes the make_snapshot task to fail if the target replicas are migrated to
another disk. This PR uses the storage_medium from the partition info as the
new replicas's storage_medium, to avoid disk storage_medium migration.
