   1. Affect on performance of `set num_scanner_threads =16` depends on many 
factors. For your use case(a high QPS situation ? ) I think limit the scanner 
concurrency will not have a huge affect on query performance, since submit too 
many scanners at same time is not meaningful.
   2. No. Strategy of scanner submitting is almost same on 2.1 and 3.0 (maybe a 
little difference).
