Issue Number: close #xxx
## Problem Summary:
1. Add a new global mem tracker pool, save all the MemTrackers in use,
maintain the weak relationship between MemTracker and MemTrackerLimiter, and
avoid saving pointer objects to each other.
This is only used when the MemTrackerLimiter prints stats all MemTracker
stats with weak ties are printed together.
2. Fix thread unsafe when MemTrackerTaskPool logout task tracker. use thread
safe method erase_if instead.
3. Fix some small details
