Refactory the bootstrap shell scripts of fe and be to enable `set up an
IP-insensitive Doris cluster using docker-compose deployment`.

+ Simplify the service configuration in the Docker deployment mode.
After enabling FQDN, there's no need to manage IP information for each
instance.
