Problem Summary:
Dealing with the following situation
1. Repeated calls to prepare/commit/finish interfaces (idempotent)
2. RPC is delayed for a long time and does not arrive until other interfaces
are called in the future, resulting in a disorder in the order of calling
interfaces
Now only final state(Dropped/Completed) could be recycled, and the final
state can only be determined by Fe.
