### What problem does this PR solve?
A new scanner construction strategy is implemented to ensure that each
segment has only one scanner.
The FE part currently only adds session variables and sets them to false.
When the Planner can determine whether a certain query can take advantage of
this optimization, it can be changed to the default value of true.
