   ### What problem does this PR solve?
   
   Problem Summary:
   
   Previously, when a load job encountered a data quality error, Doris only 
provided an `error_url` in the response. Users had to visit this URL to see the 
specific reason for the error and the problematic data rows. This process was 
inconvenient and inefficient for debugging, as it required an extra manual step.
   
   This commit enhances the error reporting mechanism to improve user 
experience. Now, in addition to the `error_url`, Doris will print the details 
of the *first* encountered data quality error directly in the import job's 
response or the BE log.
   
   The new error message includes:
   - The specific error reason.
   - The raw data of the offending row.
   
   This allows users to get immediate feedback and quickly identify issues with 
their source data, significantly speeding up the debugging process. The 
`error_url` is still provided for a comprehensive list of all filtered rows.
