### What problem does this PR solve? Issue Number: close #xxx Related PR: #xxx Problem Summary: Users reported a failure when importing Chinese columns via streamload. Based on the error message from Doris, it was determined that the issue was caused by encoding problems, resulting in the backend (BE) receiving the Chinese column names as "???". This issue was reproduced in the regression testing framework. After investigation, it was found that the HTTP client used defaults to ISO-8859-1 encoding when the user does not specify an encoding method. This encoding only parses fields within the range of 1 to 255, replacing Chinese characters (which far exceed 255) with "?". Therefore, we need to provide users with documentation specifying the use of UTF-8 encoding when importing Chinese columns.
