   ### What problem does this PR solve?
   This pull request updates the partitioning logic in the 
`ExchangeSinkOperatorX` constructor to improve handling of destination 
fragments. The changes simplify the condition for partition type selection and 
adjust the partition type assigned when only one destination fragment is 
present.
   
   Partitioning logic improvements:
   
   * Removed the special case for `BUCKET_SHFFULE_HASH_PARTITIONED` so that 
only `UNPARTITIONED` partitions are excluded from further partitioning logic. 
(`be/src/pipeline/exec/exchange_sink_operator.cpp`)
   * Changed the assignment when there is only one destination fragment from 
`UNPARTITIONED` to `RANDOM`, ensuring more appropriate partitioning behavior in 
single-destination scenarios.
