### What problem does this PR solve?
Issue Number: close #xxx

Problem Summary:
Don't recycle the keys if data has not been migrated to versioned keys yet,
so that there is no complex middle state. And recycle the versioned and
non-versioned tablets both, to avoid users changing multi-version status to
DISABLED, but the recycler still runs in versioned.
