返回值是 BIGINT， 结果不会超过 BIGINT 的范围。添加了相应的最大值样例

select to_seconds('9999-12-31 23:59:59.999999');

| to_seconds('9999-12-31 23:59:59.999999') |
+------------------------------------------+
| 315569519999 |
+------------------------------------------+
