### What problem does this PR solve?
Previously we put the Arena into the local state, which is only released
when the fragment is freed.
That was done because the shared state might use memory from the Arena.
```C++

Base::_shared_state->aggregate_evaluators[i]->execute_batch_add_selected(
block,
Base::_parent->template
cast<AggSinkOperatorX>()
._offsets_of_aggregate_states[i],
_places.data(), _agg_arena_pool));
```
However, this is actually wrong — we should place the Arena directly into
the shared state so the Arena is released at task granularity instead of
fragment granularity.
