   Currently, the workload group policy does support username as a condition, 
but it could only take affect in FE not in BE. So if we want to cancel the 
query when username="abc" and scan_bytes > 1000, it does not work.
   I think we can send the username info to Backend in coordinator and save the 
information in QueryContext. Then we could implement the policy in BE.
