### What problem does this PR solve? Issue Number: close #xxx Related PR: #xxx Problem Summary: Previously, when we modified the local regression test framework, we had to pass --clean to rebuild it, and the build took a long time—about 1 minute. Around 35 seconds of that time was spent in the shade step, which doesn’t add much value for local debugging and development. In this PR, I added an option to the startup script that allows it to skip the shade step and related tasks.
