### What problem does this PR solve?

Problem Summary:
When a rowset is deleted from metadata but still referenced by snapshots
(ref_count > 1), the packed file slices should not be marked as deleted.
This fix adds:
1. New helper function check_rowset_snapshot_ref() to check if a rowset has
snapshot references by looking up the ref_count key
2. Modified correct_packed_file_info() to check snapshot references before
marking slices as deleted
3. New metric num_slices_kept_by_snapshot in PackedFileRecycleStats
4. Unit tests to verify the behavior
