### What problem does this PR solve?
- Extend GetTabletRequest with table_id/index_id/partition_id and pass them
from BE when available.
- Update CloudMetaMgr::get_tablet_meta signature and call sites to carry
full tablet key context.
- Sync db_id/table_id/index_id/partition_id into TabletMeta during cloud
tablet meta refresh.
- Add table_id to RowsetMetaPB/RowsetMetaCloudPB and propagate it through
rowset writer and PB conversion.
- In meta service lazy-commit/job-check/read paths, prefer rowset/request
metadata to build keys,
and fallback to tablet-index lookup only for old BE compatibility.
This improves key construction accuracy and reduces unnecessary FDB reads.
