### What problem does this PR solve?
- Add ConstraintManager to centralize constraint storage, CRUD, persistence,
rename, drop, and migration.
- Migrate constraint persistence out of TableIf/TableAttributes; remove
table-level constraint methods and expose Table.getTableAttributes() for image
migration only.
- Update ForeignKeyConstraint and PrimaryKeyConstraint to reference tables
by qualified name (referencedTableName / foreignTableNames) and add
GsonPostProcessable migration for backward compatibility.
- Extend AlterConstraintLog to include qualified table name and support old
editlog/image formats.
- Register ConstraintManager in Env with save/load and
migrateConstraintsFromTables; delegate EditLog add/drop constraint replay to
ConstraintManager.
- Update Add/Drop/Show constraint commands, optimizer (ForeignKeyContext,
Logical/PhysicalCatalogRelation), and add cleanup hooks in
InternalCatalog/CatalogMgr.
- Update tests (ConstraintTest, ConstraintPersistTest) to validate the
refactor; fix checkstyle issues (imports, unused imports, indentation)
introduced during refactor.
All related unit tests pass locally after fixes.
