### What problem does this PR solve?
- Remove Chinese description of Config items.
- Reviewed and corrected ~230 English grammar issues across all description
fields of @ConfField annotations in Config.java, including:
- Typos (e.g. writting->writing, concurrenty->concurrency,
colocote->colocate)
- Missing articles and periods
- Capitalization (e.g. hive->Hive, be->BE, http->HTTP)
- Awkward phrasing and sentence structure
- String concatenation spacing issues
- Subject-verb agreement errors
- Word choice improvements (e.g. white list->allowlist)
