Problem Summary:
- Extract Iceberg batch split planning into a dedicated FE-side producer
abstraction.
- Add PlanningSplitProducer and SplitSink so split production can evolve
independently from SplitAssignment and SplitSource.
- Move the existing Iceberg local async planning path into
LocalParallelPlanningSplitProducer without changing the downstream split
consumption flow.
- Add FE unit coverage for producer behavior and SplitAssignment lifecycle
delegation.
