### What problem does this PR solve?
Issue Number: close #61905
Related PR: #xxx
Problem Summary:
Occasionally After flush of data - the file close is asynchronous. So
immediately after, if the segment is accessed - it may so happen that the file
close is not yet complete - leading to file not found error during segment
loading. We need retry segment open in case of not found error, make every
effort to ensure that the task is normal.
