URL: https://github.com/apache/doris/pull/62099

   ### What problem does this PR solve?

   Issue Number: N/A

   Related PR: #62068

Problem Summary: Disable JuiceFS packaging by default for local builds so
FE/BE packaging does not always pull in the large JuiceFS jar, and make
`docker/thirdparties/jindofs-helpers.sh` POSIX sh compatible so `sh build.sh`
can still source it safely.

   ### Release note

JuiceFS hadoop jar is no longer packaged into FE/BE output by default. Set
`DISABLE_BUILD_JUICEFS=OFF` to re-enable.

   ### Check List (For Author)

   - Test: Regression test / Unit Test
       - `bash docker/thirdparties/test/juicefs-helpers-packaging-test.sh`
       - `bash docker/thirdparties/test/jindofs-helpers-compat-test.sh`
       - `bash -n build.sh docker/thirdparties/juicefs-helpers.sh
docker/thirdparties/jindofs-helpers.sh
docker/thirdparties/test/juicefs-helpers-packaging-test.sh
docker/thirdparties/test/jindofs-helpers-compat-test.sh`
   - Behavior changed: Yes (JuiceFS packaging is now disabled by default unless
`DISABLE_BUILD_JUICEFS=OFF` is set)
   - Does this need documentation: No
