### What problem does this PR solve?
When object storage returns throttling errors, Doris currently retries them
through the SDK retry policy. For S3-compatible storage, `SlowDown` is returned
as HTTP 503 with exception name `SlowDown`. Retrying these requests immediately
can keep amplifying pressure on object storage and make rate limiting worse.
This change updates the object storage retry configuration to avoid retrying
throttling responses:
- For S3-compatible object storage, `S3CustomRetryStrategy` now supports
disabling retry for `SlowDown` errors while preserving retry behavior for other
retryable errors, including other HTTP 503 responses.
- The S3 object storage clients in both recycler and BE utility paths pass
`retry_slow_down=false`.
- For Azure Blob Storage, the explicit retry configuration for HTTP 429
`TooManyRequests` is removed. Other Azure SDK default retry status codes are
unchanged.
