Updated in ef0cf95f5ef: minimized the implementation after moving the non-decommissioned requirement into needLoadAvailable(). Removed LoadSubmitter/MysqlLoadManager production visibility changes and their UTs; kept only policy test, direct cloud stream-load test, and routine-load fallback test. -- This is an automated message from the Apache Git Service.
