### What problem does this PR solve?
Several runtime format strings had missing, extra, reordered, or mixed-index
arguments. These issues could throw `fmt::format_error`, omit diagnostic
values, and pass the schema change memory limit to `fmt::format` instead of
`MemTrackerLimiter`.
Root cause: fmt 7 allows unused arguments, while Doris `Status` formats
runtime `std::string_view` values, so these mismatches were not caught at
compile time. This change aligns the format strings and arguments, restores the
task-level memory limit for normal and cloud schema changes, and avoids logging
master-key contents on parse failures.
