Added `Utils.isSameClass(Object, Object)` and updated the scan
semantic/state comparison methods to check for non-null exact class equality
before casting. This includes
`LogicalOlapTableStreamScan.hasSameTableIdentity()` and `hasSameScanState()`,
as well as the other scan implementations changed in this PR.
