### What problem does this PR solve?
Issue Number: None
Related PR: #64866
Problem Summary: Pipeline task diagnostics formatted runtime-filter and
fragment state while holding a pipeline-context map shard lock. If diagnostic
formatting waited on fragment-local state, fragment lookup, insertion, and
removal on the same shard were blocked, which could make unrelated fragment
RPCs time out. Snapshot pipeline fragment context shared pointers under the map
lock and format diagnostics after releasing it.

Fix pipeline diagnostics from blocking fragment management while waiting on
fragment-local state.
