### What problem does this PR solve?

Problem Summary:
Pick master commit `73c481f65848ed5f449fad2ac9e7c59cf54bcf9e` to
`branch-4.0` to support file cache write index only in cloud mode.
Adaptations for `branch-4.0`:
- Map the master rowset and segment changes to the `branch-4.0` `olap` and
vectorized code layout.
- Preserve the existing `branch-4.0` file-cache expiration handling while
adding file-type-aware index-only cache writes.
Validation:
- All 8 targeted BE unit tests passed with a clean rebuild.
- All 3 Docker cloud regression suites under
`cloud_p0/cache/write_index_only` passed.
### Release note
Support file cache write index only in cloud mode.
