Fourth PR of the #64674 split stack (#65492, #66151, #66528). The fixed
partial-update fill moves out of both segment writers into the transform chain:
fixed PU loads now run [Validate, FixedPartialUpdateFill, VariantParse,
RowStoreFill], so the fill widens the narrow block, probes each key via
MowKeyProbe::for_partial_update, reads old rows through a per-block
HistoricalRowFetcher, and hands the writers a plain full-width upsert.
