### What problem does this PR solve?

Problem Summary: Nullable string rows may retain arbitrary nested payloads.
Strict string-to-number and string-to-decimal batch conversion incorrectly
tracked offsets across skipped null rows, and other execution paths may
accidentally rely on null rows containing empty strings. Read strict
conversions by row and inject identifiable non-empty payloads for null string
rows at operator boundaries in non-release builds.
