### What problem does this PR solve?

Problem Summary: Runtime-filter merge backends retained QueryContext objects
indefinitely after successful queries finished because the delay-delete map
held a strong reference. Cancel paths that bypassed FragmentMgr::cancel_query
could retain the same reference as well. Keep the existing
ConcurrentContextMap, retain only queries with remote filters, release the
reference after every remote filter is published, and synchronously remove
cancelled queries from QueryContext::cancel. Preserve delay-map size,
oldest-retention, and Query ID observability without adding a custom map or
background GC.

Fix retained query tasks and runtime-filter memory on runtime-filter merge
backends.
