Nullable aggregate fast paths checked the entire input column for nulls even
when processing only a batch or window frame. This PR limits each `has_null`
check to the rows actually used by nullable aggregate v2 and nullable `count`,
avoiding repeated scans of unrelated rows while preserving the existing
aggregation behavior.
