   Problem Summary:
   
   Failed or cancelled OUTFILE queries could leave already rolled files, 
partially published files, or unfinished object-storage multipart uploads. 
Parallel result receivers could also finish independently before another 
receiver reported a failure.
   
   This change tracks exact file ownership in each OUTFILE writer, keeps 
cleanup callbacks until the FE confirms that every result receiver reached EOS, 
and broadcasts commit or rollback to all participating BEs. It also adds an 
explicit writer abort path for multipart uploads and cleans up an incomplete 
success marker without hiding the original query error.
