URL: https://github.com/apache/doris/pull/67463

   ### What problem does this PR solve?

   Issue Number: None

Problem Summary: Casting scaled Float or Double values to Decimal256
decomposed large floating-point values in UINT64_MAX-sized chunks. Rounding
could produce an out-of-range remainder and trigger undefined
floating-point-to-integer conversion. Decode IEEE-754 binary64 directly into
the wide integer, add safe Float32 and long-double paths, and remove the
obsolete platform-specific Boost implementation TU.

   ### Release note

Fix unstable Float and Double to Decimal256 cast results.

   ### Check List (For Author)

   - Test: Unit Test
   - Behavior changed: Yes. Large finite floating-point values are converted
deterministically instead of relying on undefined behavior.
   - Does this need documentation: No
