Problem Summary:
FE tracks tablet activity with per-tablet sliding windows, consuming
substantial heap and retaining stale entries on followers and observers.
Use BE query and load counters to report bounded sets of active tablets.
Replace FE sliding windows and asynchronous recording with per-BE report
snapshots, and rank query and load activity separately for cloud balancing.
Also fix inflated tablet counts when cloud tablet reports retry.
### Release note
Reduce FE memory usage for tablet activity tracking. Rename
`WindowAccessCount` to `AccessCount`, reflecting activity over a BE report
interval. Tablets outside the reported top-N show zero activity.
