### What problem does this PR solve?
Issue Number: close #68225

Problem Summary:
ROW Binlog lacks TTL-based query filtering and automatic cleanup of expired
logs on idle tables. This PR uses `binlog.ttl_seconds` and Master TSO to filter
expired records
and reclaim fully expired Rowsets through background compaction in both
shared-nothing and cloud deployments, while preserving source-table data and
version continuity.
