Arrow timestamp deserialization always populated DATETIMEV2 values at
microsecond precision, without applying the scale declared by the destination
type. As a result, values converted to DATETIMEV2 with a lower scale could
retain fractional digits that the type should round away. Root cause:
`read_column_from_arrow` inserted the intermediate microsecond value directly
into the destination column. This change applies the existing DATETIMEV2 scale
conversion before insertion and returns a data quality error if rounding
exceeds the supported datetime range.
