### What problem does this PR solve?

Problem Summary:
A Broker Load fragment can report DATA_QUALITY_ERROR with a tracking URL and
a first error message, but Coordinator processes the failure before saving
those diagnostics. Cancellation releases the completion latch, allowing the
loading task to snapshot missing diagnostics and persist them in the final job
state. As a result, SHOW LOAD can display a null URL or an empty first error
message even though the backend report contained both.
Publish the tracking URL and first error message before failure cancellation
in both the legacy Coordinator and Nereids LoadProcessor. Add deterministic
tests that exercise the actual cancellation and latch paths, normal completion,
and preservation of earlier diagnostics when a report omits them.

Fix missing error URLs and first error messages in SHOW LOAD when Broker
Load receives a data quality error report containing these diagnostics.
